Cedric L. Hicks, Sr., is a graduate of Los Angeles Harbor College, California State University Fullerton, and is a Distinguish Alumni of California State University Dominguez Hills with a Master Degree in Behavioral Science. He is also a graduate of Anderson School of Management at UCLA – Johnson and Johnson Fellows program.

His career started with the City of Compton as an Officer/Jailer for the Compton Police Department and developed to Community Policing D.A.R.E. program encouraging children to go to school and stay off drugs. Cedric was promoted to Supervisor of Special Services Center which provided counseling services to children and adults who were suffering from drug addiction and gang involvement. His career continued to advance as he became Director of Community Services. His past employers have been Los Angeles County Probation Department, Charles R. Drew University – Head Start as Deputy Director of Administrative Services for 22 school sites.

Cedric career with the City of Carson has been Recreation Program Manager, to Recreation Superintendent to the first African American Director of Community Services which administered a budget of 31 million dollars. His last career move was Assistant City Manager for the City of Compton where he recently retired with a combine 31.5 years of government services between the City of Compton and City of Carson.

Over the years Cedric become more involved in Community Service. He served 5-years on the Board of Directors for the March of Dimes assisting in educating the community about birth defect prevention for minority children. He was a board member for the American Cancer Society where he served for 10-years providing countless volunteer hours educating many about cancer prevention. Specifically, on men’s health.

His volunteer service consists of being a founding member of the Community Coalition where he worked side by side with former Speaker of the House and now Congresswoman Karen Bass and L. A. County Supervisor Mark Ridley-Thomas. In this organization, he provided assistance in developing community actions that addressed quality of life services for underserved population. He led a campaign to rid south central Los Angeles of liquors store on every corner.

Cedric has served on the Human Services Executive Committee under the Conference of Mayors making sure all facets of health and social needs are provided for youth, families and seniors. His greatest accomplishment is being married to the love of his life (Philipta) for over 30-years who is a graduate of Cal State Dominguez Hills and their 3-children. Cedric and his family has been a resident of Carson for over 25-years.
